The Regulatory Reform (Fire Safety) Order 2005 covers all buildings except domestic housing, replacing 118 previous fire safety laws, including the former fire certificate. This legislation applies to all commercial premises and workplaces, including those managed by voluntary organisations, the self-employed, and any location accessible to the public. In England and Wales, it also includes communal areas of multi-occupied residential buildings, such as flats and houses in multiple occupancy. Responsibility for fire safety now lies with those who manage the premises day-to-day rather than the fire authorities. Who is responsible?
